CleanBC Better Homes Income Qualified Program

Upgrading your windows and doors has never been more affordable. Through the CleanBC Better Homes Income Qualified Program, you can be reimbursed up to $9,500 with a limit of $950 per window or door when replacing your existing windows or exterior doors with qualified products from Canadian Choice.

Income Qualification Standards

The rebate amount is determined by the combined income of all adults in your household and the number of people living in your home, including adults and children.

  • Combined incomes less than Income Level 1 are eligible for up to 95% of upgrade costs.
  • Combined incomes less than Income Level 2 are eligible for up to 60% of upgrade costs.

Home Requirements

What makes an eligible home:

  • The home must be a year-round primary residence that is at least 12 months old
  • A residential utility account with FortisBC, BC Hydro, or a municipal utility is required
  • The home must be one of the following types of residential buildings:
  • Single family home (detached dwelling)
  • Secondary suite in a single-family home (detached dwelling), with its own separate utility meter
  • Mobile home that is permanently fixed, sits on a foundation and is structurally complete with installed and connected plumbing, heating, electrical, water and sewer services; towing apparatus and axle must be removed
  • Duplex, triplex, row home or townhome, where each unit has its own natural gas and/or electricity meter; utility accounts must be in the name of the resident and/or homeowner. Utility accounts in the name of a strata corporation are not eligible.
  • A landlord consent form is required if you currently rent your home
  • You must pay your own energy utility bills. Utility accounts must be in the name of the resident and/or homeowner; utility accounts in the name of a strata corporation or landlord are not eligible
  • You must pre-register and receive an eligibility code before completing the upgrade
  • The home must be primarily heated by one of the following:
  • natural gas, propane or oil
  • electricity (hard-wired electric heating systems such as electric baseboards, radiant ceilings, radiant floors, forced-air furnace/boiler, or heat pump)
  • wood or other solid fuels

Windows & Doors Contractor Requirements

  • The contractor must be registered and approved by the CleanBC Income Qualified Program
  • The new windows and doors must be installed in accordance with the Best Practice Guide Air Sealing and Insulation Retrofits for Single Family Homes

Requirements for the Upgrade

  • Prior to upgrading, pre-registration and receipt of an eligibility code is mandatory
  • The new windows and/or doors must:
  • Have a U-factor of 1.22 (W/m2-K) or less
  • Replace existing windows and doors that are located within the building envelope of the home, separating an unheated space (e.g. outdoors) from a heated space (e.g. indoors)
  • Skylights are not eligible for rebate
  • Be certified by one of the following certification bodies:
    • Canadian Standards Association (CSA)
    • Intertek Canada (Intertek)
    • Keystone Certification (KC)
    • Labtest Certification (LC)
    • QAI Laboratories (QAI)
    • National Fenestration Ratings Council (NFRC)
  • The new windows and/or doors must be installed by a contractor who is registered with the CleanBC Income Qualified Program, and is authorized to install home upgrades for the program, and is also qualified in the relevant trade.
  • The number of windows and/or doors eligible for rebates is determined by the number of Rough Openings (RO) in which the windows or doors were replaced. Each RO is counted as one window and/or door. A bay window, which may be made up of several window sections, is considered as one RO and qualifies for one rebate.
